An ice maker sits at the junction of two systems, and that is the whole reason it is confusing. It needs the freezer to be cold enough, and it needs water to arrive. A fault in either one produces the same symptom, and they are fixed by different people.
Six checks cost nothing and find most of it. They are below in the order that eliminates the most for the least effort. What is not on this page is any instruction involving the water line beyond turning a valve, because a leak behind a refrigerator is expensive in a way an ice maker is not.
Check 1: is the arm or the switch in the on position
This is the single most common cause and it is free.
Most ice makers have either a wire arm that swings up and down, or a switch, or an on-off setting in the control panel. The arm is a level sensor: when the bin fills, ice pushes the arm up and the machine stops. In the up position, it thinks the bin is full.
Things that put it up without a full bin: a bag of frozen food resting against it, a hand knocking it while reaching past, and the appliance having been moved.
Look at it before anything else, and check the control panel for an ice maker setting that has been switched off.
Check 2: is the freezer actually cold enough
An ice maker will not run a cycle if the freezer is not at temperature, and that is by design rather than a fault.
USDA's Food Safety and Inspection Service guidance is that the freezer should be at 0 °F or below, and it recommends keeping an appliance thermometer in there. Put one in and read it after several hours.
A freezer sitting well above 0 °F is a bigger problem than the ice maker, and it changes what you are dealing with entirely. If that is what you find, stop here and treat the freezer temperature as the fault.
Check 3: is the bin frozen into one lump
Ice that has partially melted and refrozen forms a solid mass, and a jammed bin stops the mechanism from ejecting.
Take the bin out and look. If it is one block, empty it, let it come apart, dry it and put it back.
A bin that keeps doing this is a symptom rather than a nuisance: it usually points at the freezer cycling warm, at the door not sealing, or at ice sitting there for months.
Check 4: is the water supply on
Refrigerators with an ice maker or a dispenser are plumbed, and there is a shutoff valve somewhere: under the sink, in a nearby cabinet, or behind the appliance.
Look at the valve and check it is open. Somebody working on the plumbing, fitting a filter, or moving the fridge may have closed it and not reopened it.
Do not force a valve that will not turn. An old saddle valve or a stiff stop is the sort of thing that starts leaking after being wrenched, and at that point a free check has become a plumbing repair. If it will not move easily, that is a plumber.
Check 5: has the water filter been changed, and did that go wrong
Many refrigerators run the ice maker's supply through a filter.
Two failure modes, both common. A filter far past its interval can restrict flow enough to stop ice production. And a newly fitted filter that is not seated correctly, or is the wrong part, can block flow entirely.
If the ice stopped shortly after a filter change, that is your first suspect, and re-seating the filter is a two-minute check.
On filter intervals, the manufacturer's own stated interval for your model is the figure to use. General "every six months" advice circulates widely and is not a specification for your appliance.
Check 6: is the fill tube frozen
The small tube that delivers water into the mold can freeze, usually when a partial fill leaves water sitting in it.
Symptom: the ice maker cycles but produces nothing, or produces very small or hollow cubes.
What this page will not tell you to do: apply a heat source to it. Hair dryers and heat guns near a plastic freezer liner and an electrical component are how a small problem becomes a big one.
What it will say is that the observation is diagnostic, and it is worth reporting rather than attacking. Turning the ice maker off, emptying the bin and letting the freezer defrost naturally with the door open is the low-risk version, and your own manual is where to check whether that is appropriate for your model.
The pattern worth noting before you call anyone
Cycling but no ice points at water arriving or not arriving.
Not cycling at all points at the arm, the switch, the freezer temperature or the control.
Small, hollow or misshapen cubes points at restricted flow, which brings you back to the valve, the filter and the fill tube.
Ice with an off taste or smell is usually the freezer's contents rather than the water, and it is a cleaning question rather than a repair.
Write down which of those you have. It is the single most useful thing to be able to say on the phone.
Where this stops being yours
Anything behind a panel. The valve at the back of the appliance, the module, the mold heater and the wiring are technician territory, and always after the appliance is unplugged.
Anything involving the water line beyond opening or closing an existing valve. Cutting into a supply, replacing a saddle valve, or fitting a new line is plumbing. A leak behind a refrigerator can run for weeks before anybody sees it, and the damage is to the floor and the cabinets rather than to the fridge.
A valve that will not close. That is a plumber, today rather than eventually.
Any water near the outlet, or a plug that is hot or scorched. Stop and get an electrician or a qualified appliance technician.
Is it worth fixing
Ice makers are one of the components where the repair-or-replace question gets asked early, because a refrigerator without ice is still a working refrigerator.

If the underlying problem turns out to be that the freezer is not holding temperature, that is the larger fault and it comes first. Hard water depositing minerals through the system is the other slow cause worth ruling in or out, and whether your water is doing that elsewhere in the house is checkable: signs of hard water in the house.

Why has my ice maker stopped making ice? Most often the arm or switch is in the off position, the freezer is not cold enough, the bin is frozen into one lump, the water shutoff is closed, or the filter is restricting flow. Those five cost nothing to check and account for most cases.

When is this a plumber rather than an appliance technician? Anything beyond opening or closing an existing shutoff valve. Cutting into a supply, replacing a valve or fitting a new line is plumbing, and a shutoff that will not close is a plumber today.
